Central Registry of Securitisation Asset Reconstruction and Security Interest

Central Registry of Securitisation Asset Reconstruction and Security Interest (CERSAI) is a central online mortgage registry of India. It was primarily created to check mortgage frauds in which people took multiple loans on the same asset from different banks.
==Overview==
In India, before the formation of CERSAI, mortgage information was only known to the borrower and the lender. The encumbrance certificate of the property did not have any mention of mortgages. As a result people could obtain multiple loans on the same property. Some people used to take one loan from one bank, which would hold the deed papers. Then they used to take several more loans from other banks using attested copies of the deed, by claiming that they had lost the originals. Some people also used to obtain loans using entirely fake papers.〔 Properties with unpaid loans were also sold without informing the buyers.
The decision to form a central registry of mortgages was revealed in the 2011 budget speech by then Finance Minister Pranab Mukherjee. It was formed under the Chapter IV Securitisation and Reconstruction of Financial Assets and Enforcement of Security Interest Act, 2002 (SARFAESI Act). It was registered as a government-licensed company, under the Section 25 of the Companies Act, 1956. CERSAI become operational on 31 March 2011. Initially, 51% of the equity was owned by the government, and rest was owned by National Housing Bank and other public sector banks.〔〔 The Chairman of the National Housing, R.V. Verma, served as the first Registar and the first CEO of CERSAI.
Shri Ashok Kumar Ralhan has been appointed as the Registrar, Managing Director and Chief Executive Officer (Chief Registrar) of CERSAI w.e.f September 11, 2015, with Shri Anil Kumar Jain as its Deputy Manager.
